District Management Information
System (DMIS)
Since
quality is a major concern and is one of the objectives of Sarva Shiksha Abhiyan,
community based monitoring is very important. It is also important that all
schools / AIE centers are inspected
/ visited and quality indicators are periodically collected, updated, verified
and analyzed to achieve the objectives of SSA.
Research, Evaluation, Monitoring and Supervision of SSA may also be known
as the District Management Information System (DMIS). The scope of the District
Management Information System under SSA are:-
(1)
To provide information on:
Access, retention and quality related issues.
Intervention-wise progress of SSA implementation.
Schooling scenario of children in the target group.
Progress of EGS / AIE / ECCE / IED related issues.
(2)
To provide as a Decision Support System (DSS) for implementation
agencies.
(3)
To provide support and assistance in preparation of Perspective / Annual
Work Plan and
Budget.
1.
District Information System for Education (DISE):
The
District Information System for Education (DISE) has been incorporated for
provision of annual school level data. Collection of DISE was started since
2003-04. The reference date for collection of DISE data is 30th
September. It has been experienced that collection of DISE data after the end of
December was inconvenient and submission of the same after the month of March
will be treated as late submission by the national level. For complete coverage,
consistent collection and for timely submission of DISE data, the plan proposed
for the following activities detailed below:-

Compilation, Report
generation and Data analysis and submission of consistent data to the State is
expected to be completed on
Collection of EMIS & PMIS data was begun since June, 2004. Training
programmes were conducted to the Head of Schools, Secretaries of the School
Managing Committees and Village Education Committees. The school level proformas
and CRC proformas were printed and distributed to the schools. But few schools
submitted. Collection of EMIS & PMIS data for 2005-06 is progressing and is
expected to complete before ending March 2006.
The overall quarterly coverage, plan relating to collection of PMIS &
EMIS during 2005-07 has been formulated as follows:-

& PMIS for all heads of Schools / EGS at the CRCs to be conducted by the BRC
& CRC personnel who have been already trained on 01-12-2005.

Distribution of PMIS and
EMIS proformas to the schools / EGS before
iv.
Submission of duly filled
in School Level Proformas to the CRCs to be completed before 15th
June, 15th September, 15th December 2006 and
v.
Verification, compilation
and submission of verified and duly filled in BRC level proformas to the
District headquarters to be completed before the 25th June, 25th
September,
vi.
Conduct of research /
Studies through Small Scale Pilot Project.
Some small research / studies through Small Scale Pilot Project need to
be conducted on Major interventions of SSA and other school related issues.
Researches were conducted by the DIET in 2005 on use of Teaching Aids and
Evaluation of Teachers Training Programme.
Plan for conduct of research / studies for 2006-07 have been again
formulated and an expenditure of Rs. 1 lakh per theme has been earmarked and
will be released in due course.
3. Supervision, Monitoring and School Visit:
Objectives:
i. To monitor of SSA Programme.
ii. To derive information on enrolment and retention.
iii. To inculcate a sense of community ownership.
iv. To ensure transparency.
Maintenance Village Education Register was started in year 2004.Updation for VER for 2007 has been incorporated in the AWP & B 2006-07 and the following activities have been chalked out:-
i.
Printing of VER and Household Survey Information to be completed
before
ii.
Household Survey will be done by the VECs and will be completed by
iii.
Verification and intermediate compilation at Village / habitation
consolidation by VECs to be completed by
iv.
Submission of VER directly for data entry at the District office
to be completed by
v.
Data Entry of verified VER data to be completed before
vi.
Specific Report Generation and Data Analysis to be completed
before
